EXEbecause all previous versions already had it installed. Win 10 does not appear to come with it installed, so I included it in the install program. However, it hung on the MDAC install.

There is no reason to try to install over the top of them with creaky ancient versions. If you attempt to, File Protection will fend off your attempt. If you succeed in this it will detect it and replace the junk with correct versions afterward. I have never had any need or reason to attempt this on any version of Windows since Windows SP 4 or so and probably earlier.
Even Windows 95 with IE 4. What appears to have happened is that Win 10 recognized that a newer version existed but was not installed, and installed the version that it already had.
